The decision reflects a shared belief: as OSINT becomes increasingly important to national security missions, the broader community must continue advancing the standards, partnerships, and technologies needed to use it effectively and responsibly.
As operational environments become more transparent and events unfold across an expanding range of public and commercial sources, the question is no longer whether publicly available information has intelligence value. Building Trust Through Structure and Traceability
Publicly and commercially available information continues to grow in volume, variety, and accessibility. Greater access, however, does not automatically produce better intelligence. The challenge is turning high-volume, fast-moving, and fragmented inputs into something trusted, traceable, and actionable for the defense and intelligence community.
At the same time, the information environment is growing more complex. Synthetic media, manipulated content, coordinated influence activity, and AI-generated material increasingly appear alongside authentic posts and firsthand reporting.
Meeting both challenges requires moving more of the work upstream. Public and commercial information must be filtered, correlated, enriched, and organized across modalities before it reaches analysts or mission systems, creating structured intelligence objects that preserve source attribution, time, geolocation, and analytic context. This transforms fragmented inputs into a traceable intelligence layer that can be validated, integrated, and actioned at scale.
As artificial intelligence takes on a larger role in processing and prioritizing information, practitioners, government, and industry must work together to manage this increasingly complex environment while keeping intelligence transparent, traceable, and actionable.
Improving Collaboration Across the Ecosystem
National security missions rarely depend on a single source or capability. An intelligence picture may draw on social and digital media, commercial GEOINT, cyber threat intelligence, reference data, technical information, and other specialized sources.
These capabilities become more valuable when they can work together within defense and intelligence environments. Too often, analysts are left to connect fragmented tools, reconcile incompatible outputs, and assemble context manually. This increases workload, slows decision-making, and makes it harder to maintain consistency and traceability.
Addressing that fragmentation will require closer collaboration among technology providers, integrators, mission-system owners, government organizations, and practitioners. It will also require greater attention to interoperability, information sharing, and how commercial capabilities can be fused and fit within established intelligence architectures and workflows.
The goal is to make it easier to combine, assess, and use capabilities in support of a mission. Preparing and contextualizing information before it enters downstream workflows reduces the burden on analysts and mission systems while making advanced commercial capabilities easier and more cost-effective to adopt across the enterprise.

Supporting the Practitioner Community
Technology will continue changing how open source information is collected, processed, and analyzed, but practitioners remain central to the discipline.
As automation and agentic systems become more integrated into workflows, the role of the analyst will continue to evolve. Technology can reduce the burden associated with processing, organizing, and connecting large volumes of information, while practitioners provide the experience, context, and judgment required to assess its significance.
The objective is not to remove humans from the intelligence process. It is to make that process more efficient so analysts can spend more time evaluating evidence, understanding implications for strategy and policy, and supporting mission decisions.
Realizing that potential will depend on designing technology around practitioner needs and maintaining appropriate human oversight as AI becomes more deeply integrated into intelligence workflows.

Continuing the Conversation at DoDIIS
Many of the broader issues shaping Zignal’s support of the OSINT Foundation will also inform the Carahsoft executive briefing, “Decision Advantage at Machine Speed: Operationalizing OSINT,” on August 11 at DoDIIS Worldwide in Tampa, FL.
Moderated by Eliot Jardines, Executive Director of the OSINT Foundation, the panel will bring together experts from Zignal Labs, Fivecast, Janes, and Recorded Future. Zignal Labs Mission Director Clay Hicks will participate, drawing on more than 20 years of experience with the FBI and his work at Zignal Labs helping defense and intelligence organizations translate mission requirements into operational OSINT capabilities.
The discussion will bring together perspectives from across social and digital media analysis, commercial GEOINT, cyber threat intelligence, and data fusion to examine what is required to use these capabilities effectively in fast-moving, data-saturated operational environments while maintaining trust, transparency, and human judgment.
